I wrote this guide while preparing Falco, my Golden Retriever, for his move from France to Dubai. His planned relocation involves cargo transport, a large crate and carefully aligned health documents. Where I describe his case, it is a personal example—not a substitute for the current instructions from the UAE Ministry of Climate Change and Environment (MOCCAE), the exporting authority and the airline.

Can You Bring a Dog to Dubai?
Yes.
Thousands of expats bring their dogs to Dubai every year.
However, the UAE requires specific documentation before animals can enter the country.
Most dogs can be imported provided they meet the health and vaccination requirements established by the UAE authorities.
How Do Dogs Travel to Dubai?
The answer depends on the airline, route, dog and crate. Do not assume that buying a passenger ticket automatically allows you to add a pet.
- Manifested cargo: common for dogs arriving in Dubai and normally required for large dogs or airlines that do not accept inbound pets as checked baggage.
- Checked baggage in the hold: available only on certain airlines and routes, subject to size, weight and journey restrictions.
- Cabin: generally not available for ordinary pet dogs on Emirates; assistance-dog rules are separate.
Emirates states that animals on itineraries ending in Dubai must travel as cargo. Other carriers may apply different rules, so obtain written confirmation for the complete itinerary, including any codeshare or connecting flight. Reserve early and ask exactly where the dog is accepted at departure and released after arrival.
Documents and Health Requirements
MOCCAE’s current service requirements include the following. Because country classifications and forms can change, verify the official service page again before booking transport.
- UAE import permit: obtained before travel and currently valid for 90 days from issue.
- Permanent microchip: the number must match the health certificate and vaccination record.
- Certified veterinary health certificate: issued or endorsed by the competent veterinary authority in the exporting country.
- Vaccination record or pet passport: including the microchip number, full description of the dog, vaccine names, manufacturer, batch numbers and dates.
- Rabies vaccination: valid and administered according to the official age and timing rules.
- Core canine vaccinations: distemper, parvovirus and infectious canine hepatitis; leptospirosis is also listed, with an official testing alternative where the exporting country does not vaccinate for it.
- Rabies antibody titre: required when importing from a country MOCCAE classifies as high risk. The result must be at least 0.5 IU/ml. MOCCAE currently states a 365-day validity subject to the rabies vaccination remaining valid and its other conditions.
- Internal and external parasite treatment: administered within the 14 days before shipment and recorded in the health certificate or passport.
- Air waybill or customs documentation: required for release when the dog travels as cargo.
MOCCAE currently allows an individual to import a maximum of two companion animals per year, subject to the detailed rules. Restricted-breed provisions also apply, so owners of mastiff, bull-type or other listed breeds must check eligibility before spending money on transport.
Use the official MOCCAE pet import service for the current permit, fees and requirements. The ministry presently lists a one-working-day service time for ordinary companion animals, but that is not a reason to leave the process until the last minute.
A Practical Timeline Before the Flight

Falco’s Dubai Relocation: A Real Preparation Example
Falco is a five-year-old Golden Retriever weighing approximately 35–37 kg. Because of his size and the inbound transport rules, his move is being organised as cargo rather than as a cabin pet. His crate measures approximately 102 × 69 × 76 cm, but the final acceptance depends on the airline confirming that he can stand naturally, turn around and lie down comfortably.
For his planned move from France, the preparation includes a rabies antibody titre, a valid rabies vaccination, the UAE import permit, final parasite treatment and the official French veterinary certification close to departure. The important lesson has been to treat each document as part of one timeline: a permit can still be valid while a short-window treatment or final certificate is already too old.
This is still a preparation example at the time of writing. I will update the guide after Falco arrives so the airport release and final cost can be described from completed experience rather than assumption.
Is a Pet Relocation Company Necessary?
Not always.
Many owners successfully complete the process themselves.
However, pet relocation companies can be useful if:
- You are short on time
- Your itinerary is complex
- You are moving multiple pets
- You prefer professional assistance
The trade-off is additional cost.
